" The right to strike is protected in the constitution , but also the right to work , " said Jorge Capitanich , chief cabinet secretary , in a press conference .
Airline was forced to cancel all of their schedules and ports seemed silent . Many shops were closed because people could not go to work .

" My colleagues can not get to the office , " said Rosana told AP news agency after walking for 70 minutes .
