Ukraine on Sunday ( 13/4 ) said it would be " anti-terrorist operation launched large - scale " against the pro-Russian militias in eastern Ukraine .
In a televised address on Sunday ( 13/4 ) , the President of Ukraine Oleksandr Turchynov vowed his country will not let Russia take over eastern Ukraine after annexing the Crimean Peninsula last month .
Turchynov said that would give amnesty to pro-Russian separatists who want to lay down their arms at the latest on Monday .
He accused Moscow of waging war against Ukraine , which was once part of the Soviet empire .
Russia's Ministry of Foreign Affairs of Ukraine was immediately branded the operation as " " Criminal Operation " . Moscow immediately ask the UN Security Council to discuss the Kyiv statement , and the UN Security Council will convene Sunday night .
Turchynov President's speech delivered a few hours after the special forces of Ukraine and the Russian pro Slovyansk shootout in the city in eastern Ukraine , with both sides equally suffered casualties reported .
