Open Budget Index (OBI) 2012 International Budget Partnership, which was launched on January 23, 2013 showed an increase in the government budget transparency Indonesia. Indonesia increased transparency index than OBI in 2010. In 2012, budget transparency Indonesia got a score of 62, whereas in 2010 only got a score of 51.
"Score 62 it shows Indonesia budget transparency in the category of budget information provision substantially. Thing that makes Indonesia as the country with the highest budget transparency in Southeast Asia," said Secretary General of the Indonesian Forum for Budget Transparency (FITRA), Yuna Farhan, in a press conference in Jakarta, Sunday (02/03/2013).
Yuna explains, one of the factors increasing the openness of the budget because the government made the citizens budget or budget summary and electronic media as well as the pages in the Ministry of Finance in 2012. Previously, the government did not make the citizen budget.
In addition, the Central Government Financial Statements (Audited) that were previously closed to the public are now accessible to the public. "The adequacy of information in documents such as financial memorandum also began to grow. Memorandum quite complete and adequate finance as lack of information about performance targets and others," said Yuna.
He added that another factor was the increase in budget transparency initiatives Indonesia to play in the Open Government Partnership (OGP). Indonesia is a founding OGP established in 2011.
Budget transparency agenda, including the creation of citizen budget from 2012 is one of Indonesia OGP action plans. However, according to Yuna there are still many things that still need to be done by the government in improving budget transparency. Yuna detailing there are three things that must be observed to increase government budget transparency index.
First, the government should publish the report or in the realization of the budget year in every three-month futures. "Beginning in 2012, the Ministry of Finance has made the realization of this report, but stopped in the month of August," he explained. Secondly, according to Yuna government needs to increase the comprehensive budget information on the adequacy of Finance Budget memorandum and supporting documents RKA-KL. Includes displays of performance in the Audited and public consultation on the preparation of citizen budget. Finally, compared to the Philippines by Yuna level of public involvement in the preparation of the budget in Indonesia is still relatively weak. Therefore, the government should expand public participation in the preparation of the budget in the legislature.
"Achievement of increased budget transparency index Indonesia is not the success of the government alone. Improvement can be achieved because of the birth of the Law on Public Information, the participation of civil society and global initiatives such as Open Government," he said.
