The ground floor of these tents will be for common and pedestrian use as well as for first aid, food, maintenance and cleaning services. “The project will eliminate the risk of fire hazards posed by cotton tents currently in use,” he added.

Some domestic Haj service firms, meanwhile, said they are planning to sign contracts with specialist companies to set up 100-percent heat-resistant German-made tents in Arafat. Some groups have invited bids for the purpose.

Ali Muqallid, manager of a company that supplies European tents, said his company rents high quality fire-resistant to Haj service firms.

He said the Civil Defense has no objections on erecting the tents in Arafat so long as they comply with the safety regulations. Specialized companies set up 400,000 meters of tents for Tawafa organizations and domestic Haj service firms in Arafat during the last Haj season, one source said.

Hajj is not obligatory for small children and the insane, based on the words of the Prophet sallallaahu 'alaihi wa sallam:

رفع القلم عن ثلاثة, عن المجنون حتى يفيق, وعن النائم حتى يستيقظ, وعن الصبي حتى يحتلم.

"It has lifted the pen of three people: from the insane until he realized, from the people who sleep until he wakes up, and from the little boy until he baligh." [1]

A slave is not mandatory (it is fulfilled) because he was not able to, because he was busy serving his master.

If a small child and a slave to go for Hajj, then Hajj is not valid and sufficient from liability if the minor child or slave has baligh it became independent.

عن ابن عباس: أن امرأة رفعت إلي النبي صبيا فقالت: ألهذا حج? قال: نعم, ولك أجر.

Forbidden for a person who has berihram do the following:

1 Wearing sewn clothes
Based on the hadeeth of Ibn 'Umar:

أن رجلا قال: يا رسول الله, ما يلبس المحرم من الثياب? قال رسول الله صلى الله عليه وسلم: لا يلبس القمص ولا العمائم ولا السراويلات ولا البرانس ولا الخفاف, إلا أحد لا يجد نعلين فليلبس خفين وليقطعهما أسفل من الكعبين, ولا تلبسوا من الثياب شيئا مسه زعفران أو ورس.

"That someone asked, 'O Messenger of Allah, what clothes may be worn by people who berihram?' He said, 'Not allowed to wear a shirt, a turban, trousers, headgear and footwear except someone who does not have slippers, he may use the shoes, but should he cut off the lower part of the ankle. Tawaf

أن النبي مر به وهو بالحديبية, قبل أن يدخل مكة, وهو محرم, وهو يوقد تحت قدر, والقمل يتهافت على وجهه. فقال: أيؤذيك هوامك هذه? قال: نعم. قال: فاحلق رأسك, وأطعم فرقا بين ستة مساكين, (والفرق ثلاثة آصع) أو صم ثلاثة أيام. أو انسك نسيكة.

"That the Prophet sallallaahu 'alaihi wa sallam stopped by to see him in Hudaybiyah × × before he entered the city of Mecca. Ka'ab at that time was berihram, he lit a fire under the pot while lice were falling on his face one after another. Then the Prophet sallallaahu 'alaihi wa sallam asked him,' Are these fleas bother you. '' Yes, 'replied Ka'b.
