Ukraine sought aid from the West
The Government of Ukraine enlisted the help of the West to stop Russia annexed Crimea that will formalize its integration with Moscow in recent days.

But the Western response to the careful application of Ukraine is considering Ukraine is not a member of NATO so that it could not automatically call for help. The 1994 Pact just mention military protection given if Ukraine threatened nuclear attack, according to Reuters.
