Plans change PP. 74/2008 concerning the teacher apparently riled teachers who are members of organizations other than the Indonesian Teachers Association (PGRI). Various organizations such as the Federation of Master teacher Indonesia (FSGI), Indonesian Independent Teachers Federation (FGII) and the Indonesian Teachers Association (IGI) expressed opposition to the plan.

Secretary-General FSGI, Retno Listyarti, said that the changes PP. 74/2008 is an attempt to muzzle organizations besides PGRI teachers who had dared to voice dissent against government policies that are considered not appropriate.

"Law No.14/2005 on Teachers and Lecturers (UUGD) who has the spirit of reform and democracy will be harmed by the plan change PP No.74/2008 about the Master," said Retno to Kompas.com, Friday (04/01/2013) .

Together with his colleagues who are members of other teacher organizations, came allegations of a conspiracy to change this PP. "We believe there is a benefit of the conspiracy, which is an organization of teachers, who enjoyed the status quo since the New Order era," said Retno.

The government's move to change the clauses contained in PP. 74/2008 has actually been executed since 2012 last year. Public test material has also been thrown to map how do teachers associated with this change.

One fundamental change is the professional organization of teachers should have as members of the Election Law rules in particular in terms of organization of the election. In fact, the rules for the organization of teachers should refer to the Law No.13/2003 on Labour, set up trade unions in particular conditions.

"It's means it's no longer in accordance with the 1945 Constitution, which guarantees freedom of association and of expression," he said.

Responding to a government plan that would revise the PP No.74/2008, teacher organizations outside the Indonesian Teachers Association (PGRI) will unite and raise objections to the Presidential Advisory Council (Wantimpres) next week.

Secretary-General of the Federation of Indonesian Teachers (FSGI), Retno Listyarti, said that during this PP No.74/2008 has been protecting and freeing teachers to organize and establish an organization that can represent their aspirations. But with this revision, it is possible that the organization is no longer survive.

"Obviously it's like to silence the organization that has always dared to speak his mind. Conditions members adapted to the election law, how can it be?" Retno said to Kompas.com, Friday (04/01/2013).

For that, it will not remain silent and will fight for their rights as citizens to be able to organize and issue opinions. Not only that, the mandate of the Law No.14/2005 on Teachers and Lecturers also clear that the organization is no longer a single teacher.

"Well so if the revised PP was finished, we were all the same rights to freedom of expression and also issued aspirations gone," said Retno.

Therefore, it along with other teacher organizations will come to Komnas HAM to denounce these changes after the Wantimpres. The teachers hope that the revision will not be signed by the President of the Republic of Indonesia Susilo Bambang Yudhoyono in March.

"After the Wantimpres, we are going to Komnas HAM. We will fight for the revision is not the case," he said.
