WTO history record release Bali Package

Lengthy negotiations Ministerial Conference ( KTM ) World Trade Organization ( WTO ) 9th managed to produce a Bali package containing three main points , namely trading facility ( trade facilitation ) , agriculture ( agriculture ) and the Least Developed Countries ( LDCs ) .

" After a long negotiation , we were the ministers of the WTO agreed to provide flexibility for developing countries to implement the food security program , " said Trade Minister Gita Wirjawan , while delivering the closing speech to the WTO KTM - 9 , in Nusa Dua, Bali , Saturday.

Gita says , " In the end we agreed to a change in the WTO agreement on Agriculture package , which we have agreed in Bali . "

" Related to Trade Facilitation , which is the first negotiated , will be able to reduce the costs of trade , and provide business certainty , " said Gita .

Moreover , he argued , it would also be beneficial to other WTO members , including developing countries that provide access to help and will improve the systems and procedures of trade of these countries .

" The most beneficial is for developing countries and LDCs are benefiting to make free access of goods and services to increase trade , " said Gita .

In contrast to the Doha Development Agenda ( DDA ) which has the ambition to resolve the issue as much as 19 points negotiator , Package Bali only had three issues that emphasize negotiator on Trade Facilitation ( TF ) , Agriculture , and the Least Developed Countries ( LDCs ) .

The struggle to produce Package Bali was hindered by the attitude of the Indian who disagree and insist that an interim solution is not an appropriate measure as it relates to the fundamental issues of food security stocks .

In the negotiations related to the interim solution , developed countries like the United States actually has approved the proposal of developing countries to provide subsidies of more than 10 percent of national output , but provides the time period .

Given during the period of 4 years was not accepted by India who want a permanent solution and also the existence of price adjustment to no longer use the reference price from 1986-1988 .

During this time , setting the amount of the principal reference prices of agricultural products were taken from the mechanism of Agreement on Agriculture ( AoA ) in 1994 in Uruguay about the mechanism of agricultural subsidies for developed and developing countries .

India finally agreed on the Bali Package states that WTO members approved the placement of an interim mechanism for negotiations to produce a permanent solution that will be adopted in the WTO KTM 11 or over four years .

During the interim period , each member of which are members of the WTO should refrain from bringing a complaint in the WTO dispute settlement .

After India softened , four states had rejected the draft Bali Package .

"The State of African , Arab , Asian , Pacific state group , and the Least Development Countries push the package , while Cuba , Bolivia , Venezuela and Nicaragua reject the draft package , " said WTO spokesman Keith Rockwell told reporters , in Nusa Dua , Bali , Saturday at 3:00 am.

Rockwell said , one being a refusal to issue the country's top four draft Bali Package is a problem that is not being acted upon embargo WTO Hong Kong meeting in 2005 .
