Japan and member countries of the Association of Southeast Asian Nations ( ASEAN ) on Saturday agreed to guarantee freedom of movement in the air .
The deal was born in the first major meeting of leaders in Asia since China declared the area air defense .
At the summit in Tokyo that Japanese Prime Minister Shinzo Abe and ASEAN leaders agree to boost cooperation guarantees freedom crossings and safety of civil aviation aircraft .
World news agencies assess that statement will be seen as a warning to Beijing that clashed over the territory sovereignty Tokyo and four ASEAN members .
The communique issued at the end of a special summit to celebrate 40 years of relations between Japan and ASEAN .
During the meeting Prime Minister Abe pledged to provide aid and loans worth 20 billion dollars to the region for five years .
" I want to build an Asia -Pacific future cultural respect each other and build an economic system that is realized not by strength , but by the law and our efforts , " Abe said at the opening of the Tokyo summit along with 10 members of ASEAN .
Japan - ASEAN Summit is an event staple of the regional meetings .
Membered ASEAN Brunei , Philippines , Indonesia , Cambodia , Laos , Malaysia , Myanmar , Singapore , Thailand and Vietnam .
Abe has visited all ASEAN member states within a year he was in power .
PM Nguyen Tan Dung called on both ASEAN and Japan to further step up economic, trade and investmentlinkages and narrow development gap while he delivered his remarks at the 16th ASEAN-Japan Summit in Brunei on October 9.
He also urged both sides to foster cooperation in education and human resource development, sub-Mekong region and deal with other regional and international challenges.
At the summit, leaders of the two sides expressed their pleasure at the positive development of the bilateral ties.
ASEAN leaders affirmed that Japan is one of the most important strategic partners of the bloc. The Northeast Asian country is now ASEAN’s second biggest trade and investment partner and one of the biggest importers.
The bloc welcomed Japan’s policy of attaching importance to relations with ASEAN, supporting ASEAN Community building and its central role in the regional architecture.
ASEAN also highly valued Japan’s support for its efforts in ensuring maritime security and safety in the East Sea and in the region.
The leaders agreed to organize a summit in Tokyo in December to mark the 40th anniversary of ASEAN-Japan Dialogue Partner and to discuss measures and orientations to elevate the bilateral ties to new heights for peace, stability and prosperity in the region.
