Pemerintah hampir dipastikan akan meneikkan harga bahan bakar minyak, dengan alasan subsidi yang diberikan selama ini tidak tepat sasan, karena 80% subsidi hanya dinikmati orang kaya.

Sehinnga pemerintah akan menggunakan dana subsidi kenaikan bahan bakar minyak ini untuk rakyat miskin diantaranya melalui bantuan langsung tunai yang hanya berlaku selama empat bulan.

Namun, rupanya renaca kenaikan ini nampaknya berbau politis, karena dilakukan menjelang pemilihan umum Presiden dan pemilihan angota parlemen tahun 2014 mendatng. Kedua bantuan langsung tunai kenapa diberikan hanya dalam waktu empat bulan. Bukankah subsidi untuk menolong rakyat miskin sesuai undang-undang dasar 1945 merupakan kewajiban pemerintah, sehingga sudah sepantasnya bantuan langsung tunai diberikan sepanjang tahun.

Partai Hanura menolak rencana pemerintah menaikkan harga bahan bakar minyak (BBM) bersubsidi. Hal itu disampaikan Ketua Fraksi Hanura Syarifuddin Suding saat dihubungi, Kamis (13/6/2013).

"Saya kira tidak ada alasan mendasar yang dijadikan argumen pemerintah menaikkan (harga) BBM bersubsidi," kata Suding.

Suding menjelaskan, pemerintah memang memiliki kewenangan menyesuaikan harga BBM saat harga minyak mentah per barrelnya mencapai 115 dollar Amerika. Namun, faktanya, kata Suding, saat ini harga minyak mentah per barrel sedang turun di kisaran 90 dollar Amerika.

Selain itu, Suding juga menyoroti kompensasi yang dijanjikan pemerintah untuk meredam dampak dari naiknya harga BBM. Sebab, seluruh program kompensasi itu bersumber dari utang negara ditambah waktu pemberiannya berdekatan dengan waktu pemilihan 2014 sehingga berpotensi dipolitisasi.

"Akan semakin membengkak utang negara dan menjelang pemilu sehingga ada kaitannya untuk meraih suara," ujarnya.

Untuk diketahui, rencana pemerintah mengurangi subsidi untuk BBM akan segera dilaksanakan. Kebijakan itu diambil untuk menyelamatkan keuangan negara walau berdampak pada naiknya harga BBM. Guna meredam dampak kenaikan harga BBM itu, telah disepakati empat kompensasi yang disepakati Sekretariat Gabungan dan akan diajukan pemerintah dalam Rancangan APBN Perubahan 2013. Empat kompensasi tersebut ialah bantuan langsung sementara masyarakat (BLSM), Program Keluarga Harapan (PKH), Bantuan Siswa Miskin (BSM), dan beras miskin.

Badan Anggaran Dewan Perwakilan Rakyat (Banggar DPR) akhirnya menyepakati besaran dana bantuan langsung sementara masyarakat (BLSM) sebesar Rp 9,32 triliun, atau berkurang sekitar Rp 2 triliun dari angka yang disetujui sebelumnya, yakni Rp 11,6 triliun. "Dari sini kami ada penghematan sebesar Rp 2,3 triliun yang akan diarahkan untuk dana infrastruktur," ujar Supit di Kompleks Parlemen, Jakarta, Kamis (13/6/2013).

Selain itu, DPR dan pemerintah juga menganggarkan dana program percepatan dan perlindungan sosial Rp 12,6 triliun, serta tambahan dana infrastruktur dasar sebesar Rp 6 triliun.

Di dalam rapat itu, sebanyak tiga fraksi tidak hadir, yakni Fraksi Partai Kebangkitan Bangsa (F-PKB), Fraksi Partai Gerindra, dan Fraksi Partai Hanura. "Tapi, kami sudah sepakat, fraksi yang tidak hadir dianggap setuju," kata Supit.

Dari fraksi yang hadir, hanya Fraksi PDI Perjuangan yang memberikan catatan karena mereka menolak rencana kenaikan harga BBM subsidi sekaligus menolak pemberian BLSM. Catatan keberatan ini akan dibacakan dalam rapat paripurna pekan depan. "Kalau mereka mencabut, tandanya tidak ada lagi masalah," imbuh politisi Partai Golkar.


Panitia Kerja Belanja Pusat Badan Anggaran Dewan Perwakilan Rakyat dan Kementerian Keuangan sepakat dana program percepatan dan perlindungan sosial Rp 12,6 triliun. Juga disetujui bantuan langsung masyarakat sebesar Rp 9,3 triliun, dan infrastruktur dasar Rp 6 triliun. Total dana kompensasi kenaikan harga BBM bersubsidi Rp 27,9 triliun.

Pembahasan Rancangan Anggaran Pendapatan dan Belanja Negara Perubahan (RAPBN-P) 2013 ditargetkan rampung akhir pekan ini. Dengan demikian, Rapat Paripurna DPR yang akan mengesahkan draf RAPBN-P 2013 itu dijadwalkan bisa dilaksanakan pada Senin depan.

Seperti dijelaskan anggota Badan Anggaran Dewan Perwakilan Rakyat (DPR) dari Fraksi Partai Golkar, Satya W Yudha, di Jakarta, Kamis (13/6/2013), program perlindungan sosial terdiri dari program bantuan siswa miskin Rp 7,5 triliun, program keluarga harapan Rp 700 miliar, subsidi pangan atau beras untuk rakyat miskin Rp 4,3 triliun.

Sementara dana pelaksanaan program khusus terdiri dari bantuan langsung sementara masyarakat (BLSM) selama 4 bulan sebesar Rp 9,3 triliun dan dana infrastruktur dasar Rp 6 triliun.

”Pemerintah semula minta BLSM untuk 5 bulan, akhirnya disepakati dana itu diberikan selama 4 bulan, menghemat sekitar Rp 2 triliun,” ujar Satya.

Asumsi subsidi BBM pada RAPBN-P 2013 sebesar Rp 199 triliun. Asumsinya ada kenaikan harga BBM bersubsidi, termasuk pengalihan tagihan subsidi tahun lalu Rp 10 triliun. Semula subsidi BBM dalam APBN 2013 sebesar Rp 251 triliun.

Sementara itu, Wakil Menteri Pertanian Rusman Heriawan, Kamis (13/6/2013), seusai membuka Batu Fair dan Krida Pertanian Fair 2013 di Kota Batu, Jawa Timur, menambahkan, rencana kenaikan harga BBM subsidi dinilai salah satunya akan berdampak pada sektor pertanian. Utamanya, berdampak terhadap alat-alat mekanik pertanian yang digunakan untuk berproduksi.

Namun, kata Rusman, tidak boleh dilupakan adalah memperlancar akses petani untuk mendapatkan BBM bagi pertanian. ”Dampak kenaikan BBM akan terasa di berbagai bidang. Tetapi yang penting bagi petani dan nelayan adalah bukan hanya persoalan mahalnya BBM, tetapi juga akses untuk mendapatkan BBM itu,” ujar Rusman.

Selama ini akses petani untuk mendapatkan BBM harus lewat kepolisian, kelurahan, atau SPBU. ”Perlu dipikirkan jangan setiap butuh harus lewat mekanisme seperti minta pengantar ke polisi. Mari perbaiki akses petani mendapatkan BBM,” ujar Rusman.

Menteri Keuangan Chatib Basri memastikan harga bahan bakar minyak (BBM) bersubsidi akan naik setelah 17 Juni 2013. Hal itu setelah persetujuan Rancangan Anggaran Pendapatan dan Belanja Negara Perubahan (RAPBNP 2013) oleh DPR.

"Tentunya setelah DPR menyetujui RAPBNP 2013 pada 17 Juni, nanti ada dokumen-dokumen yang harus ditandatangani oleh DPR. Tentunya kenaikan harga BBM itu segera setelah tanggal 17 Juni mendatang," kata Chatib saat ditemui di kantornya, Jakarta, Jumat (14/6/2013).

Saat ini pemerintah dan DPR sedang merampungkan pembahasan RAPBNP 2013, termasuk sudah adanya persetujuan pemberian dana kompensasi kenaikan BBM, yaitu dana bantuan langsung sementara masyarakat (BLSM) sebesar Rp 9,3 triliun yang akan dibagikan kepada masyarakat miskin selama empat bulan berturut-turut setelah pemerintah mengumumkan kenaikan harga BBM bersubsidi.

"Tapi soal tanggal pastinya, saya juga tidak tahu karena itu wewenang Presiden," tambahnya.

Sebelumnya, Ketua Badan Anggaran DPR Ahmadi Noor Supit mengatakan, Banggar DPR dalam rapatnya pada Kamis (13/6/2013) siang menyepakati alokasi anggaran BLSM sebesar Rp 9,3 triliun atau lebih hemat Rp 2,3 triliun dari anggaran sebelumnya yang dipatok pada Rp 11,625 triliun. Sementara itu, anggaran tambahan untuk raskin tetap Rp 4,3 triliun, bantuan siswa miskin (BSM) sebesar Rp 7,5 triliun, dan Program Keluarga Harapan (PKH) sebesar Rp 700 miliar.

"Penghematan ini dimungkinkan karena penyaluran BLSM sebesar Rp 150.000 per bulan yang semula lima bulan dipotong menjadi empat bulan," kata Ahmadi Noor Supit di Gedung DPR-RI, Jakarta, Kamis (13/6/2013).

Mengenai dana penghematan anggaran BLSM sebesar Rp 2,3 triliun, menurut Ahmadi, hal itu akan diarahkan untuk pembangunan infrastruktur pedesaan sebesar Rp 1,2 triliun.

Selain dialihkan untuk perbaikan infrastruktur pedesaan, dana hasil penghematan ini juga dialihkan untuk memenuhi permohonan Komisi Pemilihan Umum (KPU) yang selama ini belum terealisasi. Namun, untuk KPU akan dibicarakan lebih lanjut dengan melibatkan Komisi II DPR.

Menurut Ahmadi, perubahan anggaran BLSM itu sudah disetujui semua fraksi di DPR, termasuk Fraksi PKS. Hanya, Fraksi PDI-P menginginkan penyaluran BLSM hanya untuk tiga bulan, sementara tiga fraksi, yaitu Fraksi PKB, Fraksi Partai Gerindra, dan Fraksi Partai Hanura tidak hadir dalam pembahasan anggaran BLSM itu.

"(PKS) sudah sepakat dengan pemerintah. (Gerindra) tadi tidak ada. Kita sepakat kalau enggak hadir berarti setuju," ujar Ahmadi.

Dengan keputusan Banggar DPR tersebut, maka kebijakan anggaran untuk BLSM sebagai kompensasi kenaikan harga BBM subsidi saat ini tinggal menunggu hasil putusan Rapat Paripurna DPR yang sedianya akan digelar pada Senin (17/6/2013) mendatang.


Presiden Susilo Bambang Yudhoyono memastikan kenaikan harga bahan bakar minyak dalam waktu dekat. Menteri Energi dan Sumber Daya Mineral Jero Wacik menyatakan, pemerintah akan menaikkan harga bahan bakar minyak bersubsidi pada Juni ini.

”Dalam RAPBN-P (Rancangan Anggaran Pendapatan dan Belanja Negara Perubahan) ini, subsidi yang jumlahnya besar dan akan memperburuk perekonomian akan kita kurangi. Konsekuensinya adalah menaikkan harga BBM (bahan bakar minyak). Kita juga menghemat belanja kementerian dan lembaga,” kata Presiden Yudhoyono, Rabu (12/6), di Kantor Presiden, Jakarta, ketika menutup rapat terbatas kabinet yang membahas perkembangan ekonomi terakhir.

Presiden Yudhoyono menyatakan, pemerintah bersama Dewan Perwakilan Rakyat (DPR) juga sedang berupaya keras menjaga defisit lewat pembahasan RAPBN-P 2013.

Pemerintah dan Badan Anggaran DPR dalam rapat yang dipimpin Ahmadi Noor Supit, di Jakarta, menyepakati besaran defisit RAPBN-P 2013. Rapat dihadiri Menteri Keuangan Chatib Basri, Gubernur Bank Indonesia Agus DW Martowardojo, dan Menteri Perencanaan Pembangunan Nasional/Kepala Badan Perencanaan Pembangunan Nasional Armida Salsiah Alisjahbana. Defisit anggaran dalam postur RAPBN-P 2013 disepakati sebesar 2,38 persen dari produk domestik bruto (PDB). Angka ini lebih rendah dibandingkan defisit dalam RAPBN-P semula, yakni 2,48 persen.

Defisit anggaran dalam postur RAPBN-P 2013 sebesar Rp 224 triliun. Semula, defisit dipatok sebesar Rp 231 triliun.

Penurunan defisit itu akibat langkah pemerintah dalam mengendalikan subsidi, termasuk subsidi BBM. Selain itu, pemerintah juga mengoptimalkan sejumlah pos anggaran.

”Seandainya pemerintah tidak mengendalikan subsidi, defisit akan sebesar 3,83 persen dari PDB,” kata Chatib.

Dalam hasil Panitia Kerja A dalam postur RAPBN-P 2013 yang disepakati kemarin, pendapatan negara menjadi Rp 1.502 triliun atau meningkat Rp 13,679 dari RAPBN-P sebelumnya. Adapun belanja negara sebesar Rp 1.726 triliun, meningkat Rp 4,1 triliun dibandingkan angka sebelumnya.

Dari sisi inflasi tahun 2013, rapat menyepakati sebesar 7,2 persen dengan pertumbuhan ekonomi 6,3 persen.

Pelaksana Tugas Kepala Badan Kebijakkan Fiskal Kementerian Keuangan Bambang Soemantri Brodjonegoro yang dicegat seusai rapat menyatakan, sikap DPR menyepakati postur RAPBN-P 2013 ini merupakan sinyal positif. ”DPR menyepakati hal-hal di luar perkiraan. Misalnya, tentang defisit anggaran, yang mungkin dikhawatirkan pasar akan buntu,” kata Bambang.

Sementara itu, Jero Wacik, seusai rapat kerja dengan Komisi VII DPR, menyatakan, kenaikan harga BBM itu baru akan diberlakukan setelah DPR menyetujui RAPBN-P 2013. ”Kami menargetkan Juni harga BBM harus dinaikkan,” ujar- nya.

Saat ini, pemerintah telah menyiapkan perlindungan sosial bagi rakyat miskin yang terkena dampak kenaikan harga BBM. Kompensasi itu dalam bentuk penambahan beras untuk rakyat miskin, menambah jumlah beasiswa bagi anak keluarga miskin, dan penambahan bantuan langsung sementara masyarakat sebesar Rp 150.000 per keluarga selama lima bulan sejak harga BBM dinaikkan.

Partai Demokrasi Indonesia Perjuangan (PDI-P) akan memasang spanduk penolakan kenaikan harga bahan bakar minyak (BBM) bersubsidi. Spanduk tersebut akan dipasang setelah semua kader siap menjelaskan argumen tentang alasan PDI-P melakukan penolakan.

"Next mungkin iya, tetapi itu perlu argumentasi," kata Sekretaris Fraksi PDI Perjuangan Bambang Wuryanto, di Kompleks Parlemen, Senayan, Jakarta, Jumat (14/6/2013).

Ketika disinggung langkah yang dilakukan PDI-P sama dengan Partai Keadilan Sejahtera (PKS), Bambang tak keberatan. "Jadi, nanti memasang dengan cerdas sehingga setiap kader partai bisa jelaskan. Kalau dinilai ikut-ikutan sumonggo saja," ujarnya.

Seperti diketahui, PKS memasang banyak spanduk di berbagai titik yang menyatakan penolakan terhadap kenaikan harga BBM bersubsidi. Spanduk itu sejalan dengan sikap partai yang tegas berseberangan dengan pemerintah dalam soal harga BBM tersebut.

Sikap penolakan terhadap rencana pemerintah ini juga akan disampaikan kader PDI-P, Ribka Tjiptaning, melalui aksi dengan mengerahkan massa ke Istana Negara, Jakarta, pada Rabu (19/6/2013) pekan depan.

JK mengatakan, pemerintah seharusnya tidak perlu menunggu pembahasan soal kompensasi di Dewan Perwakilan Rakyat. Dana program bantuan langsung sementara masyarakat (BLSM), kata JK, bisa diambil dari pengurangan subsidi BBM.

"(Anggaran) kita sudah defisit. Subsidi ini sudah dibayar dengan utang. Jadi Anda pakai utang rakyat. Anda naik mobil, naik motor, itu subsidinya anak Anda nanti yang bayar. Mau enggak Anda?" kata politisi Partai Golkar itu.

Seperti diberitakan, pemerintah berencana menaikkan harga premium menjadi Rp 6.500 per liter dan solar Rp 5.500 per liter. Jika direalisasikan, sebanyak 15,53 juta keluarga miskin akan menerima uang tunai Rp 150.000 per bulan selama lima bulan dan kompensasi dalam bentuk program lainnya.

Presiden Susilo Bambang Yudhoyono mengatakan, harga BBM akan dinaikkan jika program kompensasi siap. Pasalnya, rakyat miskin akan terkena dampak langsung ketika harga barang-barang naik mengikuti kenaikan harga BBM.
