The Ukrainian government said it would not allow 280 trucks carrying humanitarian aid from Russia to enter the country.
Ukrainian officials on Tuesday (12/8) said the aid will be rejected because its mission is not coordinated with the International Committee of the Red Cross (ICRC) and could be a pretext for Russia to send troops to the separatist-controlled territory of Ukraine.
Valeriy Chaly. Deputy head of the presidential administration of Ukraine, said his government "does not consider" to allow the convoy to enter Ukraine. He said Russia's assistance will be loaded in a vehicle provided by the ICRC, which will be responsible for the coordination and distribution of aid in eastern Ukraine.
Chaly added, Ukraine "definitely" will not allow emergency personnel affairs ministry or accompany the delivery of Russian military aid.
Russian television reported Thursday that aid mission carried on in cooperation with the International Committee of the Red Cross.
However, the International Red Cross, in a statement on Monday, said there has been no agreement on the participation of Russia and said "practical details need to be explained" before the mission so to do.
Thousands of people in the Russian-speaking eastern Ukraine reported shortages of water, electricity and medicine, while the Ukrainian troops fought against the pro-Russian separatists who sought to establish an autonomous region near the Russian border.
American President Barack Obama and the President of Ukraine Petro Poroshenko talked by phone and agreed that any Russian presence in Kiev Ukraine without permission in violation of international law.
Ukrainian presidential website later said the rescue mission plan called for the participation of the European Union, Russia, Germany and "other partners." VOA
